Clery Act - About
The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (20 USC § 1092(f)) is a landmark federal law, originally known as the Campus Security Act, that requires colleges and universities across the United States to disclose information about crime on and around their campuses. Because the law is tied to participation in federal student financial aid programs it applies to most public and private institutions of higher education. It is enforced by the U.S. Department of Education.
The law was amended in 1992 to add a requirement that schools afford victims of campus sexual assault certain basic rights, and was amended again in 1998 to expand the reporting requirements. The 1998 amendments also formally named the law in memory of Jeanne Clery. Subsequent amendments in 2000, 2008, 2013, 2020, and 2021 added provisions dealing with registered sex offender notification, campus emergency response, the Violence Against Women Act, Title IX regulations that dictate how institutions of higher education must adjudicate and respond to incidents of dating violence, domestic violence, sexual assault and stalking, and the Reach Act, which requires colleges and universities to establish a definition of hazing to clarify what constitutes a reportable offense, and subsequently, reporting hazing incidents in the Delaware State University Annual Security and Fire Safety Report for 2023 [PDF].
Annual Security and Fire Safety Report
Delaware State University and the Delaware State University (DSU) Police Department are pleased to present the Delaware State University Annual Security and Fire Safety Report for 2023 [PDF] published in 2023. The report provides important information about the safety and security at the University of Massachusetts Amherst. All campus crime statistics required by the Clery Act are provided, including the number of persons referred for campus disciplinary action. Information about campus crime prevention and safety awareness programs are also provided.
The DSU Police Department, prepares an Annual Security and Fire Safety Report to comply with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act. The preparation of this report is a collaborative effort between the DSU Police Department, local law enforcement, and many on-campus entities including the Division of Student Affairs, Dean of Student Life and Academic Success, and but not limited to, Facilities Management, Planning & Construction.

Campus Security Authority (CSA)
What is a Campus Security Authority (CSA)?
“Campus security authority” is defined by the U.S. Department of Education in “The Handbook for Campus Safety and Security Reporting” as:
- A campus police department or a campus security department of an institution. If your institution has a campus police or security department, all individuals who work for that department are campus security authorities. A security department can be as small as one person.
- Any individual or individuals who have responsibility for campus security but who do not constitute a campus police department or a campus security department (e.g. individuals responsible for monitoring the entrance into institutional property, event security, or student escorts).
- Any individual or organization specified in an institution’s statement of campus security policy as an individual or organization to which students and employees should report criminal offenses.
- An official of an institution who has significant responsibility for student and campus activities, including, but not limited to, student housing, student discipline and campus judicial proceedings. An official is defined as any person who has the authority and the duty to act or respond to particular issues on behalf of the institution.
What does a CSA do?
Campus Security Authorities are responsible for reporting allegations of Clery Act crimes that are reported to them in their capacity as a CSA. This Report Form is only to be used by designated Campus Security Authorities (CSAs) to report Clery Act incidents. All others should contact the DSU Police Department directly.

Daily Crime and Fire Log
The DSU Police Department is using this website to offer the community our Daily Crime Log in compliance with the Clery Act which requires that criminal incidents or alleged criminal incidents reported to the university be disclosed on this log within two business days of receipt of the report.
The DSU Police Department assigns a case number for all reported criminal incidents. The Daily Crime Log comprises of the case number, crime classification associated with the incident, date and time that the incident was reported, location the incident occurred, and the disposition of the incident. Incidents are listed in the Daily Crime Log in the order they are reported to the DSU Police Department, which may differ from the date and time the incident occurred.

Sex Offender Registry
Sex Offender Information
The Federal Campus Sex Crimes Prevention Act requires colleges and universities to issue a statement advising the campus community about where they may obtain information concerning registered sex offenders. The act also requires certain registered sex offenders to provide notice to each institution of higher education in the state in which he or she is employed or enrolled as a student.
Members of the Delaware State University community may request information about sex offenders at the Delaware Sex Offender Central Registry by following the link below. This Sex Offender website will have the most current information.

Delaware Sexual Assault Compliance Information
Delaware’s Sexual Assault Policy for Institutions of Higher Education requires Delaware colleges with more than 1,000 students to: offer to victims to report incidents of sexual assault perpetrated by or against a student to law enforcement authorities servicing the college, inform victims of their rights under the Victims’ Bill of Rights, inform victims of available confidential medical and counseling services, and to report data to state government to insure compliance and measure the scope of the issue.
Delaware colleges on or before October 1 of each year are required to submit a report to the Department of Justice on how they have complied with the Sexual Assault Policy for Institutions of Higher Education during the preceding calendar year.
