Arrests Made in Nov. 3 Shooting Incident

A collaboration between the Delaware State University Police Department and the Dover Police Department has resulted in the arrests of two men wanted in connection with a Nov. 3 shooting outside of the DSU Living and Learning Commons (the former Sheraton Hotel).

Marshawn Fortner, 25, of Dover was apprehended without incident in downtown Dover on the afternoon of Nov. 4 by the Dover police. Fortner – who is not a DSU student – has been charged with 1st degree assault, 2nd degree conspiracy and possession of a deadly weapon during the commission of a felony. He was arraigned at Justice of the Peace Court 7 in Dover and committed to the Delaware Correctional Facility in default of $75,000 cash bond.

At approximately 8:30 a.m. Wednesday, Nov. 5, Dover police apprehended a second suspect, Michael Clark (who also is not a DSU student), 25, of Dover. He will be arraigned later in the day at Court 7 and will face the same charges as Fortner.

The arrests was made in connection with a shooting that took place on Monday in the parking lot of the DSU Living and Learning Commons, an off-campus residential facility just north of the main DSU campus. A male DSU student was wounded in the shooting with non-life threatening injuries. As of Tuesday evening, he remains at Bayhealth Medical Center where he is recovering from his injuries.

DSU President Harry L. Williams expressed his gratitude for the partnership between the University’s police and the Dover police.

“We are blessed that we have two law enforcement agencies – DSU and Dover – that work very well together and provide each other with assistance whenever the need arises,” Dr. Williams said. “In this case, based on the information provided by the DSU police, Dover police officers were on the lookout for the suspect, resulting in his apprehension.”

The campus was closed Tuesday, Nov. 4 for Election Day. DSU will resume classes and normal operations on Wednesday, Nov. 5.
