University welcome new Registrar and Student Accounts Director

Delaware State University’s Division of Strategic Enrollment Management welcomes two new leaders to its team – Regina Cotter as the University Registrar and Carold Boyer-Yancy as the Executive Director of Student Accounts.

Regina Cotter – who will oversee the University’s Office of the Registrar – arrives at Del State after serving in the same leadership capacity as the Registrar at Virginia Wesleyan University from 2012-2021.

Over her 30-year higher education career, Ms. Cotter also served as the Registrar at Norfolk State University and Wingate University, in addition to other university administrator and consultant positions.

Ms. Cotter has a Bachelor of Arts Degree in Business Management from North Carolina State University and a Master of Arts Degree in Education Policy and Leadership that focused on Higher Education and Student Affairs from The Ohio State University.

She joins Carold Boyer-Yancey, who now oversees the University’s Office of Student Accounts. She comes to Del State after serving 1½ years at the Bursar at Virginia Wesleyan University.

Prior to that, Ms. Boyer-Yancey’s almost 33-year higher education career has included serving in Director of Student Accounts/Bursar posts at La Salle University, Harcum College, and Saint Joseph’s University, as well as other administrator positions. She also worked an 11-year stint as the Head Bookkeeper for USF&G Insurance Company.

Ms. Boyer-Yancy has an Associate Degree in Accounting from Pierce College and a Bachelor of Science Degree in Business Administration from Saint Joseph’s University.
